PROJECT DESCRIPTION

The Oregon Department of Fish and Wildlife leveraged Brandt’s Terra solution for its Electronic License System (ELS).  The system went live into production on December 1, 2018 anTerra continues to work with ODFW to enhance the ELS solution.

This progressive implementation of ODFW’s Outdoor Licensing and Recreation solution is focused on supporting the Oregon Department of Fish and Wildlife’s transition away from durable paper licenses and towards electronic licensing. Not only can customers now carry all licenses on their mobile devices, they can likewise electronically validate their tags and report their fish and big game harvests. This implementation truly demonstrates the flexibility of our platform and its ability to adapt to each state’s business model.

As a further benefit to the state, the new ELS, built on Brandt’s Terra solution, provides a platform for ODFW to expand its offerings to internal stakeholders and customers alike.

The native IOS and Android mobile application  is available to customers to track digital licenses and harvest tags while online and offline in the field. The new approach being developed for E-Tagging and 8 1/2 x 11 Paper Tagging will allow for an implementation without providing license agent hardware and ruggedized license stock.

PROJECT SCOPE

  • Provide all core functionality required to sell licenses through all sales channels by the agreed upon go live date for the new ELS system
  • Establish a reliable and consistent next generation licensing and registration system that ensures continuous service and prevents disruption of revenue flow
  • Establish a system that serves as a single, comprehensive, and integrated point of access to services offered by the Oregon Department of Fish and Wildlife
  • Leverage emerging and innovative web technologies to provide customers, license agents and license agency staff a positive user experience
  • Provide a secure and accurate E-commerce platform that implements industry best practices and Generally Accepted Accounting Principles
  • Provide tools and access to real-time data that supports complex reporting and business intelligence activities
  • Maintain and improve core functionality of the existing ODFW licensing system
  • Provide an intuitive and user-friendly sales process that improves customer satisfaction and the overall customer experience
